90d7e55075 feat(prompts): enforce unskippable Turn 1 Topic summary 
- Mandates that the first response of every task/phase MUST contain a Topic summary.
- Ensures Topic precedence over all silence or brevity rules for the initial turn.
- Maintains multi-turn silence for subsequent actions.
- Preserves safety exceptions for critical command explanations.

2e817c4eb0 feat(prompts): implement Topic-Action-Summary model for verbosity reduction 
Refactors the 'Explain Before Acting' and 'Tone and Style' mandates to:
- Require a mandatory high-signal 'Topic' one-liner for every new task/phase.
- Enforce absolute silence (tool calls only) for all subsequent turns in a phase.
- Signal major strategy pivots with a single high-signal line.
- Prioritize high-level phase transparency while eliminating mid-task terminal noise.
